With over 1800 bills affecting millions of Oregonians, the depth and reach of Oregon’s public services and budget, there is no shortage of need and opportunity for effective grassroots advocacy today and throughout the coming months ahead – preserving human rights, advancing sound values and principles, promoting informed and inclusive decision-making, presenting peer and consumer voice to our leaders, representatives and policymakers.

OPRAT is for discussion and posts on items relevant to Oregon rulemaking at the STATE level. Rulemaking is an important process that takes place after legislation passes or when updates to state agency rules are necessary. Often there is a window of time called open for public comment. There may be an NPRM (Notice of Proposed Rulemaking) announcing the plan and timeline for updating rules. Meetings take place often with a RAC (Rules Advisory Committee) to discuss the rulemaking language, etc. In Oregon, the regulations end up as OARs (Oregon Administrative Rules) and those can have a big impact on how rules, law, and public policy are implemented and enforced by state agencies.
